Windows 8, websites are being blocked?

Hello,
I have windows 8 running on both P.C and laptop and a broadband connection which uses PPPoE to connect to the internet.
For some strange reason most of the websites are being blocked on both pc and laptop,
It is strange as firewall is not blocking them,
Can connect to the same websites with other ISP on both PC & lapppy
Can connect to same websites with same username and password from the same ISP.
Can connect to same websites from laptop from Kali Linux(laptop is dual booted win8 n kali linux)
Even tried system restore on PC yet can't connect to these websites.
I just came to conclusion that it has something to do with WIndows 8 and PPPoE connections.(I can be wrong)
Does any1 have idea about this?

I am using Kaspersky internet security 2014 on PC tried turning it off, but still the problem persists and there is no antivirus on Laptop.

what antivirus are you using? It maybe the reason. try to stop or uinstall it,restart and then try again....
