Artsy photo editing apps?

People use really cool edits on Instagram and I know it's not the Instagram effects, just can't seem to find a good app

In many cases, really cool photos are NOT the result of using an app or retouching the image at all. A skilled photographer can usually produce their images at the time they press the shutter release.

The idea that all great photos are made using a retouching program like Photoshop is false

Here Fotor-PES has a goup of filters and effects called “Art”

You can download it free in app store, I recommend it because it's effects are special, and they can work out a high quality photo.

The best "effect" for instagram is the delete key. You can use it to make almost any hand held selfie with the obligatory duck-face pout completely invisible, it's amazing!!! It will improve your photography no end!!!
