If you r willing to learn Php, html, jquery, css, xml you can learn them from W3schools.com

It needed HTML5,PHP, CSS expertise. Also, if you will make the website responsive designed; able to be used across all platforms mobile and desktop it would be great for you.
Start learning..having a great website of your own is very good.

Learn HTML first. Then read tutorials for CSS(for your site layout), flash and javascripts(for adding site effects), php and mysql.

You can also begin with simple content management system such as Joomla and Wordpress and use their available plugins and themes in customizing your website.

If you want to hard-code the website yourself, you need to learn HTML and CSS to create a basic website. However, if you're not interested in coding, you can go for website builder such as ImCreator.com to make things easier.
