Hello, download speeds for DSL is 1/8 of the (kilobits) connection. 1 Megabit = 1/8 Megabyte.
1 Kilobit = 1/8 Kilobyte
Therefore, your download speeds should average around 64kb/second, fluctuations would be caused by the host servers on the other end. Upload speeds would always be lower than the download speeds.
I hope this helps.

60 kb per second is a normal speed for 512 kbps plan. Its better you should contact your service provider they might help you.

Our ISP'S will fake us by saying speed in megabits/sec. But Actually our internet speed should be informed in MegaByte/sec.
Download speed will be vary from connection speed. To make it easy
Download speed = ConnectionSpeed/8

for your case 512/8 = 64kb/s you get max speed.
