Browsing speed down but downloading normal?

My internet speed has dipped significantly and an average value is much lesser than usual.

Downloading any file using my firefox or chrome(default browser), is about 1/4 of normal speed.

But my utorrent download speed is fine and unaffected.

I have 2 devices using the same internet connection (not at the same time ie not eating bandwidth), and both have the same issue.

Already put them in safe mode and checked for viruses...none.

First I would ask if you're utorrenting while trying to download from your browser. I'm guessing no but if you are then obviously that would cause a slowdown. Also if you have the program open and it is Seeding it will still cause a noticeable change in browsing speed (shouldn't effect downloads though)even though you're not actually downloading anything with it.

Next I would run a speedtest at either http://www.speakeasy.net/speedtest and verify that you're getting at least close to the speeds you're paying for (within 1-2 Megabits/second is good). If it's lower then you might reboot your modem and try again. Still having issues? call ISP and get them to see what is causing the slow speed.

Finally, sometimes ISP's and especially websites will throttle your download speeds to keep bandwidth available for everyone. One way around this and to get as much out of your connection as possible is to use a download manager such as "Free Download Manager" found here (don't get the "light" version): http://www.freedownloadmanager.org/download.htm

This program creates multiple connections to a site to download the file (similar to torrents but only for downloading) by doing so it is able to use the maximum speed/connection to download the file and will generally pull your files at the max download. Sadly this doesn't help game downloaders such as steam, Blizzard, League of Legends and other such game providers that have their own download programs.
