Quick Question About Twitter.?

Alright, quick question-

With a PRIVATE Twitter account, if you Tweet someone who doesn't follow you can they see it AND respond to it?

Because I recently Tweted three friends (whom I'm not close with) congratulating them on passing their exams, and none of them have replied- but they've been on Twitter since. They don't follow me and my account is on private, are they being ignorant or is it that because my account is private and they don't follow me, they can't see it OR reply? (or both?)

I hope this makes sense.

P.S: I recently made my account public, would the Tweet have come through now if it hadn't before?

if you tagged them in a tweet, and they are not blocking you. they would have been notified of your mention of them. it makes no difference that your account was private. and they are able to reply, fav but not retweet your tweet.

basically, they are ignoring your tweet to them.
