Go to the application directory and search for "Developer" its a official facebook application. Install it to your profile.
Then you go the application and start a new project.

You will need of course a Server hosting with PHP (minimum)
Of course you will have to have some knowledge of servers, and scripting language if you actually want to get anything done .
