how do facebook application developers gets access of user's friends list and other information?

I was wondering how do these developers get all these information about the user and use it in their application. for example, an app in facebook lists who viewed your profile recently. Its nothing but random list of few friends of the user who uses that app. Now this is what am thinking of. How does the application get those friend list.

Is it kind of a script or something that the application developer writes to scrap all the details of the user? if so, can anyone tell me how does that work?

P.S I am talking about the third party application developers who are in no way related to the Facebook admin.

The developers are usually admins who work for Facebook. They supervise users not to violate the rules, so everyone go online safely!
