App Store needs credit card to log in?

I'm trying go log in the app store on my iPad and I log in and it says it needs "reviewed" I enter my address and it needs my credit card number. Why and how do I fix this without a credit card?

Sadly you can;t. That's one of the bad things about the way apple's app store is set up. you need a debit card even if you're getting a free app, which is very dumb in itself. When I first got my ipod touch i was so excited. I took it home, and then sat on the computer for 3+ hours setting it up. Then When i thought I was finally done, it asked for a debit card. and I didn't have one. Because I was younger at the time and didn't have a bank account yet. so after almost an hour of begging my mom to use her debit card and assuring I was only gonna get free apps and her card wouldn't be charged anything I got it set up. But when there's no money on the card, or "Insufficient funds" (For a FREE app?)and It won't let you get any other apps until you put money on the card, or put a different one in.
