New Ebay customer, do I really get $10?

So I've made my first bid online, and it's my first time ever using ebay.
Right now im currently the highest bidder, and it's under $4.
But the thing is, I never had to fill out any credit information.
So does this mean that if I'm the highest bidder, that I will get my item for free since it might go for under $10 ? cuz the note on the side says all new customers get $10 on their first purchase.
Please help, I've never used this before, and I don't won't to end up getting stiffed, or something, this is all very new to me. Any help is appreciated thankyou.
