Yes, it is part of one of the biggest online companies. Though like any market place there is still a level of risk.

Your dealing directly with Chinese suppliers, so results will vary, Paypal probably doesn't allow those with Chinese bank accounts to use it.
Many of the same products can be found on Amazon, which wold be a safer place for westerners to shop.

Aliexpress is the retail side of the enormous wholesale marketplace alibaba.com, again I would leave direct buying from China to the professionals.
