So My father's laptop's firewall/Anti-Virus program has some major problem issues?

So My father's laptop "Toshiba C655D-S5300", its firewall or Anti-Virus program is Norton, for some reason its not allowing Google Chrome nor the Internet Explorer 8 to access the internet, what should I do to make it work properly and use the Internet?

Did you try disabling the Firewall temporarily and see if you can connect to the Internet? if you can connect after disabling the Firewall, then go to the Firewall settings and reset it.
