Computer help please? How to stop windows HTTP Error message 403 Forbidden?

I had dialup connection before. Everything worked fine, just slow. Now I have dish tv and internet. Laptop has wifi. Two of my favorite sites now give me error messages 403 access forbidden. Pinecone research is one, a very legitimate site. I have IE 9 and Vista (yeah, I know vista stinks, but it's a good laptop). Is there something I need to change in my security settings? When I plug in my old Armada still on dial up until the end of the month, I can access the site. Why does my new laptop not allow me to access the research site? All the other sites work fine. Suggestions?
