Internet slows down then speeds up when I use speed test, then slows down again?
Here's what I've noticed, my internet speed is extremly sluggish(Takes a literal day for 1GB file to download) but when I run speedtest from speedtest.net's browser it speeds up drastically. When speedtest finishes testing download speed and starts testing upload speed my downloads speed up by a massive amount. A file download estimated to take a day now takes less than 20 minutes and the % bar of the download acually starts to move. However roughly 10 seconds after the upload speed finishes testing the internet slows down to a crawl again.

I'm having this problem across all the computers and devices in the household, Linux Mint, Windows 8.1, Windows Vista, android, it doesn't matter what operating system I'm on what device this problem affects everything. I've tried resetting the router which does nothing at all to improve this problem. However this problem isn't consistant, some days are either better or worse than others. Download speeds can be around 8Mbs or less than 1Mbs, but using speedtest causes the speeds to increase drastically regardless of when.

Any idea what this is or how to fix it?

My highly educated guess is that you are being throttled by your ISP!
This happens to many Americans and also I am from Australia so it happens to me too!
A good guess is that you can't do anything other than changing ISP.
So your ISP can hide its tracks they tend increase bandwidth to Speedtest sites so the customers don't realize what they're doing.
If I were you I'd simply use a VPN to connect to a server to see if the speed is being fixed by your ISP.
VPNs encrypt your Internet connection and will allow you to send all your traffic to one location first which means that your Internet won't be throttled according to the websites you visit.
For example bad ISP's will slow traffic to sites like youtube, hulu and others that use video.

If you use a VPN your ISP won't know what site you're visiting, which may mean a more consistant internet connection.
This also may not work, meaning increasing your Internet speed.
This thing to do is contact your ISP, let them know you're dissatisfied with the Internet speed this been provided. This should alert them to your situation and if they care about their customers they will increase the speed for you.
My average speed is 15mb down and 0.50MB up!
Which is painfully slow when uploading.

The best VPN standard is to use OpenVPN.
This the most secure and is not proprietary. The encryption uses open-source and therefore not in NSA control as far as I am aware. This is important because VPNs are going to encrypt your Internet connection making it next to impossible for your Internet traffic from your ISP to be deciphered or intercepted.

I use optus Internet. They throttle all sites outside Australia (slow down) between certain times of the day. I am going to switch as soon as I can to another ISP.
They do this in china too except rather than throttling sites outside australia they do it to sites not hosted in mainland china.

try to unplug the cable from your router and plug it directly into the pc . I had this problem and found out the router was the one to blame
