What is the best free or low-cost way to make a website for business?

I am looking for a way to make a website. I know there are a lot of companies that advertise this for free, but not sure if this is any good. Additionally, I would need to be able to put a lot of photos on the site since this has to do with photography. So, is there a company that helps you set this up, where the site would be available through a search engine, and if so, what is a good option?

How can I incorporate Paypal into the site?

I would need to be able to receive emails with photos in them, or direct the people to my own email for these purposes.

Just about anyone can create a website including just about any college kid in the math and sciences.
Ask family.
Ask neighbors if they know any kid thats a bit smart.
They might do this for you just for the reference.

Are you industrious?
You could spend a weekend or two with a good book from a bookstore on how to create a website. You would be shocked as to how easy it is to do yourself. Shocked.
