This tool helps compose searches searches that locate relevant sites to post on, linking articles that match the page you are linking to will be more respected by the search engines.

An auto repair article with comment linking to a tool page GOOD.

A movie review page comment linking to a diet plan page BAD many of these can get you flagged for SEO spam.
