when i go to list an item it says 'You’ve exceeded the number of items you can list.' but i have not listed any items yet.

Did you tried to login using another computer? If you didn't, try to delete the cookies and cache to see if that can help you. If not then I will recommend you calling ebay directly 18668773229 I hope this helps.
