How much should it cost to build a basic Wordpress site?
I'm talking about an attractive, seamless, professional-grade website, not just a blog. Getting a lower-limit baseline would be very useful for me. Thanks for your insights!

A Website design is often from $500-$2500... Youtube will show you that....

If your setting up a website for a business then remember the purpose of it....
Namely this

1.Add value to your company or portfolio, this also gives more trust...
2.Information. basically to give your customers all the info they need on your product or service, so you don't have to keep answering the phone to tell people your hours!
3.A way to purchase, a link to buy, a number to call, a contact form!

So basically the flow of your website should be like this
Person A visits your site, sees all the information they need to process and make a informed decision, and lastly to buy/call/email to buy and turn into real cash!

Remember that if your target audience is 50 or above, they would rather have a easy to use, simple site, but if they are young you must keep it short, they dont listen as long as older folks!

Once designing a WordPress Website, the only you need to pay is the WordPress Theme you need.
and it would not cost you too much.
I have a wordpress Theme and I bought the theme on mageewp.com, it does not cost me much for the Themetify Wordpress theme. You can take a look, too.

It's basically a subjective question that could have many answers. The cost of a Wordpress site depends on many factors:

1) Number of pages the site will have (this is used to create an estimate of time)
2) Any special features (usually in the form of plugins) desired
3) Will body content be provided by you, or the designer?
4) Considering the designer is using a pre-made Wordpress theme, how much customization needs to be done to it?
5) Is on-site SEO and keyword research needed?

Any professional designer will charge you by the hour -- amateurs charge in "price packages", be careful with those.

Most small business sites made in Wordpress with a commonplace amount of customization done to a Wordpress theme will cost around $1500-$2000 in my opinion.

Be careful of anyone charging ridiculous rates like $100 or $500 or whatever -- they usually are 'web job farmers' with little to no talent or experience that are looking to make a quick buck.

Lastly, make sure that whatever designer you use doesn't try to cheat you by saying that he/she owns your domain name, the rights to your site or hosting account or any of that BS - those are all underhanded tactics.
