Te administrative requirements by the agency in control of the assignment of TLDs .icann.org, are just too costly for any small interest.

It's common for country codes like .TV to be managed by some for profit 3rd party to make more available for general use.

The couple attempts to make free domain names have been failures, Google de-indexed some 11 million .cp.cc names after a pattern of fraud was associated with these easy to get, poorly managed names.
