What site can you create a shirt for cheap?

I use ooshirts.com to create/print tshirts. However, it will only be cheap if you order a large quantity of tshirts. If you are planning to do a few, customink.com or vistaprint.com will do.

If it is true that you only want to create a tshirt or two, the cheapest way would be doing it yourself.
1) Buy some blank tshirts
2) Purchase tshirt transfer paper
3) Create your design
4) Print on tshirt transfer paper
5) Cut it out
6) Iron it on your blank shirt
