Internet trolling can be dangerous?
You know the Ask.fm site where people ask each other different questions, right? What if I make a new account, on a random email address, and "play" as a scary character.Let's say Jeff the Killer. You have to keep in mind, i'm using my SMARTPHONE and I use 3G and not my home network, so I avoid hackers detecting my location. What if I start posting things like "Your blood is mine" and scare random people off, can this be dangerous? Can I get detected, or even arrested for this?

Yep it could be harmful. If you try to blackmail someone or threat someone they can report it to police, then cyber cell will track your IP and you would find out the rest.
