Google's Blogger.com has about 1.4 Billion pages, there are no pain upgrades and it has fewer content/ad restrictions than many.

A slightly limited version of the industry standard Wordpress blog platform is available on the free host wordpress.com some paid upgrades.

The best would have to be Blogger.com. It gets tons of visitors to it and it is the most popular. You can also try Wordpress.com if you prefer.
