Well for that (working offline)

1. Connect your computer to internet, Save whole website pages that you want to use offline (Save Page full web page option)
2. Now disconnect and browse the pages you saved.

If you have the .html document with all the source code for your website, you should just be able to open that in the browser even with no internet connection. At least that's how it works on a regular computer. Sorry I can't offer a more definitive answer, as I don't own any Apple devices myself. Best of luck!

P.S. Just to clarify, why does it specifically need to be an iPad? If you're going to be presenting it wouldn't a normal laptop make connecting to a big screen to show lots of people easier anyway?

You can not access the Internet without an Internet connection. No Wifi, no access to your web site through the Internet.

The only alternative would be to download the entire web site to the hard drive of a computer and it run it from that local copy.

You need an internet connection to visit any website on internet. If you dont have wifi, you can use sim 3g connection. If your iPad does not have sim card, you can use any other phone with 3g connection and to enable wifi hotspot, and than connect your iPad via wifi to that phone with hotspot and 3g connection.

Other way is if its your website, to download all website to iPad, install emuator for server (apache2/nginx, php, sql, and anything that your website use) and to run your website offline. Other option is not posible.

you can access it if its cached and/or saved to your computer. don't suggest downloading the whole worldwide web as its over 4 ZettaBytes (4 billion terabytes) which is pretty big.

If you have the offline files for the site you have the option of downloading wamp server . Download wamp server http://www.wampserver.com/en/. Install the software , should be easy and just skip the part for setting up mail. After installing, go to "c:/wamp/www" , then create a folder named after the site. Copy the files to the folder . in the browser type in http://localhost. The server will give you a link to the the local folder where the site resides then you get to view the site.

Alternatively you could download http://www.httrack.com/ this software downloads the entire specified site given enough time. Then you can view your site completely offline.
