Why isnt instagram video working for me?

I updated instagram and everything and nothing appears. I don't have the option to take video. I also updated my phone today and nothing. I can watch other peoples videos but I can't upload any. I only have the option to take pictures and upload pictures but not take video. Please help!!! I have a Huawei Activa 4G smartphone. Please help. Btw I also tried on my moms Samsung Galaxy phone and it didn't have the option either. She can even download some apps like candy crush that my phone doesn't allow me to download because it says its not the latest version.

Check the app store reviews. They should have other people talking about video not working. Make sure you restart the app by exiting it and clearing it from the running task. Some people can not download apps like other phones because of app incompatibility. Android "fragmentation" occurs when there are too many android devices being sold and not many effort or enough effort for the application or app to be supported with those requirements of the phone specification. You may be out of luck. You should always try to buy the most popularized phone or most supported one (usually called a flagship) to avoid problems like this in the future. Hope that helps.
