how i can do a white hat marketing and back linking in .edu and .gov websites by submitting articles?
also what are the best websites and free websites that i can submit a press release?

edu and gov sites supposedly don't carry any more authority than com, net or org according to goog---so any good article directories could be used

PR submission is something that needs to be done right and you need a freelance SEO person that specializes in that. they will guide you in a proper PR submission plus they are not really expensive (under $20) and they get it done at PR sites that are worthy
