Unfortunately, you can't, as Yahoo! Avatars was discontinued on April 1, 2013. Unless you already have one saved to your computer, you cannot make any new ones or edit any current ones. Read more here:

If you mean to simply change your profile picture to another, then you must be on a computer; this cannot be done on a mobile device. If you’re on a mobile device, you can link your Yahoo Account to your Facebook (assuming you have one) and then your profile pictures can carry over. Otherwise, you will have to wait until you’re on a computer.

Find a picture that you would like to be your profile picture, and make sure it is saved to your computer. Then, go to http://profile.yahoo.com. (your Yahoo! Profile)
1.Click on your current avatar in the middle of the screen (Change Picture will appear)
2.Choose the Upload option
3.Find the picture you want on your computer
4.When it is uploaded, click Save.

If you aren't getting an Upload option or the picture comes out blurry, it's a glitch. Try clearing your cookies, cache, and history, restart your computer, and try again, or on a different browser.
