Setup an account with go-daddy, and choose hosting service, should run for less then $10 a month, then choose to install wordpress

Then google for a ecommerce wordpress theme, find one that you like, and install that to your wordpress, there are thousands of plug-ins and themes, spend some time searching and choosing, then you should have an online shalmostost free only paying for hosting which is cheap.
Advertising on google is tricky, depends what you are trying to do, google base, ppc are your options, and these prices depend on what you are advertising (your keywords)
