First of all it's only for windows yes it is free but it is for windows, second of all it sucks and it's always behind and it can easily go into quirks mode (90's browsers mode) which destroys the box model of the HTML document.

Was Internet explorer(IE) free before? NO
is IE free these days : YES

was IE open source (not same as free) : NO
Is IE open source now :NO.
Will it be in the future: NO (extremely unlikely).

Conclusion , IE is not open source. But it is free now
