Is it safe to upgrade from IE 9 to IE 11 with Windows 7 ?

I think a better question would be: Is it safe to continue using IE9?

I've got Win 7 Pro and IE11 (not that I use it much), and it works ok.

You should upgrade to IE11, as it is the latest version. It is more secure and faster than older versions.

I would think it is safer to use Internet Explorer 11 than 9. But the better question is why would you want to use Internet Explorer? Down load and use Firefox and or Google Chrome. Both are much better than Internet Explorer.
