Where is the first place my ad goes when I post to Craigslist?
once i post and ad, does it go to the first spot in the top? then gets pushed down as other ads from other users come in?

Yes. It may take a few minutes to show up after you submit it, but it will be first. Then the ad of the next person to post will be first. And so on.
