Question about Twitter?

Someone requested to follow me and I clicked accept (I have a private account) and now I want to follow them back. They also have a private account so when I clicked follow it says cannot follower user at this time please try again later. Usually when I request to follow a private account it says pending because the person has to either accept or deny it. Why won't it let me follow her?
