Why won't deviantART let me upload my icon to the deviantART Icon category?

You know when you upload something, you have to choose a category for it to be in? I'm trying to upload my .png icon to Customization> Icons> Avatars> deviantART. I want others to be able to use it (I didn't make it for me). So where should I upload it? Or is there another way to keep the background transparent while uploading it there? Please help!

Icon's are a tad bit difficult, as you'd have to make them a certain size...and that size is often really small.
