why is my upload speed so bad compared to my download speed?
my download speed is 15mps
but my upload is 0.49mps

This happen when uploading a file or you could be experiencing bad service from you network provider.

I'm surprised your upload speed isn't 1.5 mbps.

In any event, upload speeds are almost always MUCH slower than download speeds - commonly a tenth of the speed.

The A in ADSL stands for Asymmetric. The idea being that download is not the same as upload. The system is designed to highly optimize download speed at the expense of upload speed.
