Is my facebook account banned when it says this?

From that error message, I'm going to guess that you're not banned. There was probably just a glitch in the system somewhere.

I have had that problem a couple times too. I've heard it has something to do with server maintenance where they take just a few servers down at a time, fix the problem, and then move on to other servers. Usually it is fixed within a few hours. If it isn't fixed after a few hours consider contacting the facebook developers.

No you are not banned. it is one of the few kinks or shall I say glitch that facebook developers still fixing to date that is why they have more site maintenance these days. Don't worry, your account will be back online soon. if not after how many days, contact them but I believe it will be fine after few hours, maybe it is just a result of data overload to their servers sometimes.
