I try to go to the site on my phone but every time i do that my phone shuts down

On the EnV touch, no, because it's not an Android phone or InstaGram isn't available for your phone.
If you want, get the Samsung Galaxy S3, then you can download Instagram.

Only on Android yu can get instagram.. Dnt matta wat Android but thts only way..
