Can someone be traced online from their photo and ip address, my friends been threatened by someone and she doesn't know what to do. Please help, I don't know what to tell her?

Rape threats online are just the same as rape threats made in any other medium. Show them to the police and they have the resources to do the necessary tracking. Your friend should also tell her parents so that they can go with her to the police.
