If the winning bidder does not pay up, is there a way to omit their bid and pass it onto the next highest bidder and receive payment from them?

you can do a second chance offer which just click on the arrow (it will say like print label it's a little arrow right there if you click it there will be a bunch of options) or go to the auction and it should say second chance offer

Yes but give it a few days for payment. Not everyone pays the same day. Then pay or you can do a Second Chance offer to the next highest bidder.

First make sure the winner really doesn't want the item by waiting on payment for it for 14 days, usually ebay will file a nonpaying bidder case against them and you will have to wait til you win that case to relist the item, once you win the case ebay will relist it for you.

or go cancel the transaction then after thats all cleared up offer it to the second chance offer bidder.
