How to make a online computer?
How do I go about making a online pc. So I can go onto say a public computer than go to a website login and there I have a online pc. Note I don't want it to be a Remote Desktop thing. I want it to a independent pc online

You could make a virtule pc, but that you can not take to a public pc. You could make a bootable usb with Linux. And use google drive to save files. I am pretty sure what you want to do can`t not be done.
While you could make a remote desktop thing...

I'd go with the bootable usb with Linux idea from Vin.

I have heard that a guy could save an image of his computer, carried it on his flash drive or external hard drive, and continued working as normally as he did on his computer. I don't know the details on that though.

that is impossible... to make an online PC you will need a PC.. it will be remotely accessed PC.. if you want to access it from anywhere and other people access it as well (with the same or separate account) then you will need to set up a server and make a VPN as well as configure it to allow access to accounts from the internet..

you might find some companies that hose these kind of things, but it will cost BIG!!!!

another alternative would be to get VMWare and install it then install an operating system in it, then you can just take that operating system on a flash disk (no less than 32GB, 64GB recommended) or a hard disk (which is better) along with the VMWare installer.
you can install VMWare anywhere and then just put the OS in the boot folder (or just import it) and it will boot that system.

to make it clearer, VMWare is a program that allows you to have an OS within an OS, you can have 4 virtual PCs in your PC (accessing it online would be accessing the host PC... so yes, still remote access but more complicated)
you can:
*) have more than 1 OS running at the same time
*) set the speed of the CPU and the space of the HDD and / or RAM
*) connect a the virtual PC to another virtual PC on the host computer or even to the host it self through network exactly as if they were seperate PCs

you can't:
*) give it more CPU speed or storage space than what your PC already has.. its logical.
