how do I get my toolbars back in IE?
My IE home page is set to my ISP but it goes to Yahoo Search on using IE

Try by going into settings of the IE and changing the search engine options.

For tool bars, right click area above the web page. You'll see a flyout where you can select what you want to appear. Choose "Command Bar" for icons.

I'm not sure what you're saying in the description. If you want to change who the browser uses for searching, the search can be changed in your settings. Tools->Manage Add Ons...
Select Search Providers. Select the search you don't want and Remove it using the button.

You can ensure it doesn't change by clicking the checkbox "Prevent programs from suggesting changes to my default search provider".

To set your home page, navigate to the URL you want as your home page. Then select Tools->Internet Options. On the "General" tab, select the "Use current" button. Note: if you have more than one window open, it will include all of them and open a tab for each one.
