If you have no prior experience and no unique requirements, using a blog platform may be the easiest way to go, some 17% of the top 1 Million sites use the industry standard Wordpress blog platform, many of the basic $8/mo hosts offer simple installers for Wordpress, which has a variety of pre-designed themes available. That's a Content Management System (CMS) which by their nature are more like filling in forms, Google's free Blogger.com, a bit less fancy, is popular with no paid upgrades.
