I don't think you have to, but I think it's different depending on what you're advertising.

Some companies using Facebook paid ads have found the ad prices are lower if they go to a fan page, instead of an off site link. Some of these paid ads are as cheap as 5 cens a click, though a quarter might be a more common price. The paid "Advertising" link is on the bottom of the page.
