Not able to download/save any files from Internet?

Not able to download/save any files from Internet?
All of the sudden my computer won't allow any downloads. I have checked my internet preferences and my antivirus program settings and can't find anything that would restrict this. I have tried to download a program from Microsoft, Google Earth, and the newest version of IE... these are the files that will not download. It pops up asking if I want to open or save, and when I click open it does nothing. If I click save then try to open, it loads a box asking what program I want to load it through and none of them are compatible so it still doesn't open. So confused! Help!
