Can I do this if I re-upload my profile picture?

Basically, I want to re-upload my previous Facebook profile picture but I don't want the people who have liked it before to see me reuploading it. If I Block them, does this mean their like will no longer be there?
How can I reupload it keeping their likes, but not letting the see the reupload in their newsfeed?

There's no way to do what you're asking unless you explicitly block them - as you said.
