Your #1 risk for computer security is malware. Download a good antivirus (Avast! is my favorite and it's free).

2. Prevent unauthorized computer access and use: put a strong password on it. Here's a great site to check password strength http://www.passwordmeter.com/

3. Hardware theft and vandalism: Most computers have a lock port on them so that you can attach them to a standard computer lock.

4. Computer education: I have no clue about Hong Kong.
Online classes:
Coursera (https://www.coursera.org/). Coursera classes are the best I have found. Definitely worth the time.
Udacity (https://www.udacity.com/). Also very good classes.
There are a whole lot more online classes than that.
