Can you download apps if your Smartphone is turned off?

So, my parents bought me the LG F3 Smartphone from online, it's suppose to be here tomorrow. I am super excited to use this phone however due to bills and car payments I have to wait 3 weeks before it gets turned on. I'm okay with this because I understand we need transportation, lights, water, food, etc. But it would be so awesome if I could still go online. I heard that with Smartphones you can still go online and download apps, whether or not the phone is on. (Able to make calls or text.) Is this true? Because I desperately want an Instagram account and it would be nice to browse the internet while I'm on the go.

i dont hve a smartphone device, but i dont think you can really do anything till ur phone is on...but u'll find out when u get your device

If you connect to wifi you can download apps, there is also an app called textnow that you can make calls and text with over wifi.

No. If your phone is turned off, it is off. It is essentially "dead" until you turn it back on again.
For example, if you had a timer set for 2 hours and turned your phone off after 1 minute, then turned it back on again four hours later, the timer would be at 1:59:00.
