The only legitimate way is to have lots of high ranking sites (ie real people) linking to you. If you try to cheat pagerank, which is the whole point of SEO then Google will punish you by negatively weighting your pagerank, your site will be blacklisted.

1)Find the appropriate keywords for your website
2)Optimize your webpage around these keywords (both on-page & off-page optimization)
3)Submit your webpages to all major Search Engines like Google, Yahoo, MSN and Ask and to some important directories. Go to this website to find list of important directories http://www.strongestlinks.com/directories.php
4)Get links from website i.e. inbound links and make sure these links contain your keyword.

first of all is submit your url to search engine,

than make sure you have to active writing a content to your website, with the relevant topic of your keywords that you want to rank in search engine

third is use some tools like ppc, social networking or articles submition. You can also use SEO, but the first one is more easy and got more traffic (u need spend money).

Link exchange. They are the best to start with. Try to exchange links with PR 4-5 web sites, and if you gather enough of them, it will boast your page rank totally. Get listed in directories as well.

Get high PR links (200-500) on high PR (PR2 or more) pages and use at least 10-20 high KEI keywords for getting links. Your website must appear in top 10 after getting these links. Links can be obtained using one way or link exchange techniques.
