No I doubt it, more typically you would pay in some form to get worthwhile links from ranked sites, you can certainly find list of sites about some specific subject, but the only link getting sort of sites would probably be some sort of link exchange schemes where you have to give in order to get. Wholesale link exchanges can actually be harmful for ranking these days.

The Yahoo directory, which at one time was a powerful ranking booster charges a $299 annual site review fee, these days it's a more questionable investment.
