Why is my internet do bad?

I am with o2 in scotland and my package gives me unlimited internet. When I download somethong on steam it downloads at 200 kbps which is incredibly slow. I know its not my area ad I have a friend who gets 1mbps who lives near me. I have changed isp companies and it didn't help. How do I increase my download speed ?
I done the test with all of my devices on and it said I should be getting 1.88mbps download and o.88 up. This is so wrong.

Maybe you need to see what is eating your internet bandwidth. Try going to speedtest.net when your not doing anything and see the speed, then try again when your doing something that you might think suck up loads of bandwidth.
