SEO includes 2 ways of optimization :

1. Onpage - content and code optimization

2. Offpage - reputation optimization by buying/exchanging links from other sites.

Yes it can help the SEO of a website, by placing keywords in the template code. For example, you can place the keyword in the area that codes for the meta tag.

If you are talking about changing the layout of the template then well, layout somewhat affects how you position your content, and as such affects how google reads your page when it looks for your main keywords. But in all other ways the answer is no.
