AdWord,AdSense,Phaco,Facebook..?

I'm surfing the internet looking for new things, and in between I found a great site, well groomed, the http://www.phaco.com.br.
He should be on the air soon, because it has many "panels" as they call it. I created a panel is simple and easy, but I was wondering if it would have a return, someone already tested this site too?
My question is is it worth advertising on these sites who are starting, or if I should just announce on large sites!
The cool Phaco this, is that it's free, so no need to spend on paid advertising.
